Discussion, voting and simultaneous interpretation systems

Conference microphones on delegate units in a debating chamber

Discussion systems and voting systems are needed in council chambers and meeting halls where boards, councils and public authorities take decisions – and they must work predictably at every session. PROAV designs and deploys conference systems in the chambers of ministries, public institutions and companies – from a dozen or so to several dozen seats. We select delegate and chairperson units, the voting system, the simultaneous interpretation system, meeting management software and the sound system so that each session runs in line with the rules of procedure, with no extra steps required from participants. Our portfolio includes wired and wireless discussion systems from Bosch, Televic, Taiden, Shure and Sennheiser. The chairperson gives the floor with a single button, voting results are available instantly, and every speaker is heard clearly both in the room and by remote participants. Choosing a voting system? What your organisation gains by choosing PROAV

Selection based on how your meetings are run. Before choosing any equipment, we analyse the rules of procedure, the number of participants, the types of votes and the room layout. On that basis we recommend a wired or wireless system and the functions participants will actually use.

The discussion system as part of the room. We integrate the delegate units with the sound system, cameras, displays and video conferencing, so remote participants hear every speaker and the video shows the person who has the floor.

Commissioning, training and service. We configure the meeting and voting software, train the room operators and provide service – including during refurbishment, when the system has to be dismantled and reinstalled, as in the meeting rooms of the Ministry of Education and Science.

What is a discussion (conference) system?

A discussion (conference) system consists of a central unit, a chairperson unit and delegate units, each fitted with a microphone, a loudspeaker and buttons for requesting to speak and for voting. The central unit manages the microphones, the speaker queue and the votes, and the system can be linked to simultaneous interpretation, cameras that follow the speaker, displays in the room and video conferencing.

Discussion systems in PROAV projects

In the main session chamber of the National Council of the Judiciary we selected and configured a Televic Confidea G3 discussion system comprising a central unit, two chairperson units and 28 delegate units with RFID card readers, and we also commissioned the meeting management and voting software.

In the two largest meeting rooms of the Ministry of Education and Science we installed several dozen wireless delegate units of the Taiden HCS-5300 infrared system. The system is ready to use without any configuration before each meeting.

Voting and meeting management system

From their own unit, the chairperson gives and withdraws the floor, sets the order of speakers and the speaking time limit, and mutes microphones when necessary. Delegates request to speak with a button, and attendance and voting rights can be confirmed with an ID card.

In rooms used for discussion only, the Bosch CCS 1000 D digital system works well. Where meetings include open and secret ballots and participant identification, we recommend Bosch Dicentis, Televic Confidea or Taiden solutions, and we show the results on displays in the room and record them in the minutes.

Wireless conference systems

We recommend wireless delegate units for rooms with a changing layout, for historic buildings and wherever running cables through floors and furniture is difficult. The units can be rearranged before each session without any installation work.

When selecting a system, we check the range and stability of transmission in the specific room, the battery life of the units and how they will be charged between sessions. In infrared systems the signal does not leave the room, which matters for confidential meetings.

Security of meetings and data

For confidential meetings and secret ballots we recommend systems with encrypted transmission and access control for the delegate units. We agree the scope of security measures with the IT department – especially when the system runs on the building network or connects to meeting management software.

In public institutions we also take into account the requirements for documenting proceedings: recording speeches, saving voting results and exporting data to the minutes.

Simultaneous interpretation system and meeting broadcasts

When foreign guests take part in a meeting, we link the discussion system with simultaneous interpretation – participants select the language channel on their unit or receiver and listen to the interpretation through headphones.

Meetings can also be streamed and recorded. Cameras automatically turn towards the person speaking, and the audio from the delegate units is fed into the video conference with remote participants and into the session recording.

Applications by sector

Public administration. Council sessions, committee and board meetings, chambers of ministries and public offices – with roll-call votes and minute-taking.

Business / Corporate. Supervisory board meetings, general meetings of shareholders and management board meetings with remote participants.

Higher education. University senate and faculty council meetings, and academic conferences with simultaneous interpretation.

Uniformed services. Briefing and meeting rooms where speaking discipline and secure transmission matter.

Frequently asked questions about discussion and voting systems

Click a question to see the answer.

What is a discussion system?

It is a conference system made up of a central unit, a chairperson unit and delegate units with a microphone, a loudspeaker and buttons for requesting to speak and for voting. The central unit manages the microphones, the speaker queue and the votes.

How does a voting system work?

Delegates vote using buttons or the touchscreen on their unit, and the results are available instantly in the meeting management software. The system supports open, secret and roll-call votes, and attendance and voting rights can be confirmed with an ID card.

How does a simultaneous interpretation system work?

We link the discussion system with simultaneous interpretation: interpreters work at separate booths, and participants select the language channel on their unit or receiver and listen to the interpretation through headphones.

Wired or wireless system?

We recommend wireless delegate units for rooms with a changing layout, for historic buildings and wherever it is difficult to run cables through floors and furniture – the units can be rearranged before each session. A wired system works well in rooms with a fixed layout.

Can meetings be recorded and streamed?

Yes. We integrate the discussion system with cameras that automatically show the person speaking, with video conferencing, and with session recording and streaming.

Is the system secure for confidential meetings?

For confidential meetings and secret ballots we recommend systems with encrypted transmission and access control for the delegate units. We agree the scope of security measures with the IT department.

Is there a charge for a discussion system quote?

No. The initial quote and a consultation with a PROAV engineer are free of charge. To prepare a quote we need the number of seats and roles (delegates, chairperson, interpreters), the types of votes, and whether the installation is to be permanent or mobile.

What we agree with the client before deployment

How many seats and which roles? The number of delegates, chairpersons and interpreters determines the choice of central unit and the scope for future expansion.

Will meetings include votes? Open, secret or roll-call votes require suitable delegate units and software.

Permanent or mobile installation? This determines the choice between a wired and a wireless system, and the scope of work in the room.

What must the system work with? We agree the connections with the sound system, cameras, displays, video conferencing and minute-taking software.

For the technical team: what we pay attention to

  • Topology: wired or wireless system (infrared or Wi-Fi)
  • Delegate units: microphone, loudspeaker, request-to-speak and voting buttons, card reader, interpretation channel selector
  • Integration: audio outputs to the sound system and video conferencing, camera control, signal to displays
  • Security: encrypted transmission, operator permissions, recording and export of results

Planning a council chamber or upgrading your discussion system?

We equip council chambers and meeting halls for public institutions and companies. We start every project by analysing how meetings are run, the room layout and the users’ requirements.
