National Council of the Judiciary
The National Council of the Judiciary (Krajowa Rada Sądownictwa) is a constitutional body established in 1989 to safeguard the independence of the courts and of judges. Its tasks include considering candidates for judicial posts in the common and military courts and issuing opinions on draft legislation concerning the judiciary. For the Council's main session hall, PROAV selected and configured a Televic Confidea G3 discussion system, installed delegate units with RFID card readers and commissioned the software for running sessions and votes.
Session halls of public institutions, where decisions of constitutional significance are made, need a discussion system that performs predictably at every session. PROAV has been equipping such halls and keeping them ready for use for years. The client set two key criteria: moderation of the discussion by the chair, and integrated, efficient handling of votes.
When analysing how sessions are run, PROAV also took into account speech intelligibility throughout the room and the presentation of the agenda and results on a large screen, so that all participants have access to the same information at the same moment.

Discussion moderation. The chair had to be able to give and withdraw the floor to session participants in line with the agenda.
Votes with instant results. The system had to collect participants' responses immediately and then display the agenda and voting results on a large screen installed in the main hall.
Clear sound at every seat. Every participant had to hear the chair and other speakers clearly, regardless of where they sat at the table.
A complete set for the session hall. We selected a Televic Confidea G3 discussion system comprising a central unit, 2 chair units and 28 delegate units. Participants are identified using 50 RFID cards and an RFID programmer.
Microphone, loudspeaker and voting in one unit. Each unit has a built-in microphone, a loudspeaker providing clear, noise-free sound, an RFID card reader and 3 voting buttons. Thanks to the loudspeakers in the units, speech is easy to understand at every seat at the table.
Chairing sessions from the chair unit. The chair unit enables moderation of the discussion: depending on the agenda, the chair gives or withdraws the floor to delegates.

Software for running sessions. The system is managed with Cocon software, which we configured to suit the way the Council works. It allows audio functions to be controlled, the number of active units at any one time to be set, the meeting agenda to be created and votes to be held.
Agenda and results visible to everyone. The session agenda and voting results are displayed on a large monitor in the hall, so all participants see them at the same time.
Protection of transmitted data. Information transmitted in the system is secured with a three-part AES 128-bit encryption protocol, which protects against attempts to steal data or manipulate voting results.
The chair runs the session from a single unit, while participants take the floor and vote without any additional devices. Results are available as soon as voting ends and are visible to the whole hall, which keeps proceedings orderly. Moderation from the chair unit maintains the order of speakers even with all 28 delegate seats occupied.
For session support staff, it matters that participants are identified by RFID cards, while the number of active units and the agenda are set in the software. Encrypted transmission protects voting results from unauthorised interference. Loudspeakers built into the units make speech clear at every seat at the table.
PROAV's scope of work covered the selection and configuration of the discussion system, the supply and installation of delegate units in the main session hall and the commissioning of the session management software. We have also deployed a wireless discussion system for the two largest conference rooms at the Ministry of Education and Science. PROAV equips the session halls of public institutions so that the discussion system supports the rules of procedure rather than introducing additional procedures.
